Itmdoesn't sound to me that Clark's problem is with the kids, but with the foster parent which certainly could be either masking OR creating issues with the kids.

I strongly advise sending exactly what you stated to the caseworker, then note that you are concerned that perhaps this is not what the kids want......this makes your concern for the kids, not the antics of the foster parent, and the Cw will most likely jump on this to get it resolved as he/she would not want an adoptive placement to fall through without good cause.
