Obama climate plan: the one thing you need to know

President Obama's plan to address climate change will at most have a slight impact, Cobb writes, but it is nonetheless a brave and even historic move towards slowing the effects of climate change.?

The one thing you need to know about President Obama's plan to address climate change is that the most it will accomplish is slowing very slightly the pace at which the world is currently hurtling toward catastrophic climate change. Having said this, his plan is nonetheless a brave and even historic move in a country whose political campaigns and public discourse have been utterly poisoned by the science-free propaganda of the fossil fuel industry.

I would be more enthusiastic about the president's baby steps if the devastating droughts and floods and swiftly melting ice in the polar regions and mountain glaciers weren't telling us that drastic action is necessary right now.?Nature doesn't really care about the timetables of politicians or about what is politically feasible.?Nature doesn't negotiate, and it doesn't compromise. The laws of physics and chemistry cannot be repealed or altered by the Obama administration, the United States Congress or any other body. And, these physical laws are deaf to complaints about the negative economic consequences of addressing climate change--consequences that will be far worse if we do nothing about climate change.

But let me return to the goal announced by the president and put his plan into perspective. Using existing executive powers--mostly through the U.S. Environmental Protection Agency which?the Supreme Court affirmed in 2007 has the power to regulate greenhouse gases--the Obama Administration will endeavor to reduce the RATE of greenhouse gas emissions in the United States to?17 percent below the RATE in 2005 and do this by 2020. It's a relatively easy target because half the reduction has already taken place. In recent years electric utilities have been changing from coal to cheaper and cleaner-burning natural gas to fuel their plants, and drivers, stung by unemployment and high gasoline prices, have reduced their driving.?

I've put the word "RATE" in all capitals above because this one word gets to the heart of the matter. The plan does NOT propose to reduce the absolute concentration of carbon dioxide in the atmosphere, the major greenhouse gas which?recently topped 400 parts per million (ppm). Instead, that concentration would continue to rise--even though it is increasingly evident that we must now reduce that concentration (some say to below 350 ppm) in order to avoid the worst.

The proposed decline in the rate of U.S. emissions would only reduce the overall rate of world emissions by just 1.6 percent based on 2011 emissions figures (using carbon dioxide as a proxy for all greenhouse gas emissions). Of course, other countries will have to do their part if we are to succeed as a species in addressing climate change. But it is worth noting that while the United States is home to just?4.5 percent of the world's population, it currently produces 16.8 percent of the world's carbon dioxide emissions. (The 2011 emissions were?5.49 billion tons for the United States?and?32.58 billion tons for the world.)

Pebble watch heads to Best Buy, but what about those missing pre-orders?

Pebble, the smartwatch that took Kickstarter by storm, is heading for mainstream retail by way of Best Buy. While that's an undoubted success for the guys that make the Pebble watch, it leads to some potentially questioning times for those folks who are still waiting since backing the project early on, or who made an early pre-order. After all, does sending watches to Best Buy help those folks receive theirs any quicker?

Pebble will be available initially in black, and will be in stores from July 7. For anyone not so familiar, it connects to your iPhone via Bluetooth and provides a wrist mounted interface for such things as SMS messages, Email, incoming calls and the like. With an SDK available for developers, the possibilities open up further, and getting these onto more wrists should help grow the third-party ecosystem some.

But, there are still people waiting on their watches who backed the Kickstarter project, along with folks who made early pre-orders once Pebble was ready to go. I'm one of the second of those types of people. My order went in on January 9, and while I haven't yet been charged (thankfully) I'll have been waiting 7 months almost to the day when Best Buy start selling the Pebble. 7 months without any kind of update, any kind of potential timeline to receiving my watch. And, since I don't live in the U.S, Best Buy isn't an option.

So, if shipments haven't been made to folks who wanted them a long time ago ? presumably because there wasn't enough stock to go around ? is Pebble sending units to Best Buy going to help these people get theirs any quicker? As Jerry Hildenbrand over at Android Central points out:

While not being able to fill demand is a problem many companies would like to have, you never want to leave a bad impression on your early adopters.

I suppose that's the ultimate question here, what kind of impression has been left with those people who pledged their faith, and their money some time ago. How many of you guys are early adopters and still waiting on receiving your Pebble watch? Or, maybe you managed to get one, eventually. Whatever your experience, I want to hear from you. Is it similar to mine?

Snowden: Obama trying to block asylum efforts

WASHINGTON (Reuters) - Former U.S. spy agency contractor Edward Snowden, charged with leaking secret U.S. surveillance information, said the Obama administration was denying him his right to seek asylum, according to a statement released by the WikiLeaks organization on Monday.

"It is being reported that after promising not to do so, the President ordered his Vice President to pressure the leaders of nations from which I have requested protection to deny my asylum petitions," Snowden said in a statement published on the WikiLeaks website, referring to President Barack Obama and Vice President Joe Biden. "This kind of deception from a world leader is not justice, and neither is the extralegal penalty of exile."

The United States has been on an international manhunt for Snowden, a former National Security Agency contractor who faces espionage charges for leaking classified information about secret U.S. phone and Internet surveillance activity. He is believed to be holed up in the transit area of a Moscow airport.

"Although I am convicted of nothing, (the Obama administration) has unilaterally revoked my passport, leaving me a stateless person," Snowden said in a statement posted online by anti-secrecy group WikiLeaks.

"Without any judicial order, the administration now seeks to stop me exercising a basic right. A right that belongs to everybody. The right to seek asylum... Their purpose is to frighten, not me, but those who would come after me."

A Russian official on Monday said Snowden has applied for political asylum in Russia and Reuters saw a letter Snowden sent to Ecuador, thanking it for helping him get to Russia and examining his asylum request.

In the statement dated July 1 and signed "Edward Joseph Snowden," he blamed the Obama administration for adopting "the strategy of using citizenship as a weapon" in its efforts to block his search for asylum and said he was "unbowed in his convictions."

Snowden is traveling with Sarah Harrison, an activist with WikiLeaks. The group's founder Julian Assange has been granted asylum in Ecuador's London embassy, where he has been for just over a year. (Reporting by Alina Selyukh; Editing by Will Dunham and Eric Walsh)

Unofficial Tesla app for Google Glass lets Model S owners find, charge and unlock their car

We may still be looking for excuses to wear Google Glass in the office, but the headset's peripheral display is becoming more and more appealing in the garage: someone just made a Tesla Model S Glass app. The simply named GlassTesla is an unofficial suite of headgear accessible controls for the electric sedan, allowing users to start and stop charging, check battery levels, remotely lock doors and monitor and adjust the vehicle's temperature controls. More features are on the way too -- Sahas Katta, the app's creator, told Engadget that he's working on voice control ("ok glass, unlock my car"), charge completion notification and real-time vehicle tracking. Not bad, if you happen to own both a Tesla Model S and Google Glass. All three of you can find the app at the source link below.

Insurers underwrite N240bn business in 2012 - Vanguard

Chairman of Nigerian Insurers Association, NIA, Mr. Remi Olowude, has said that the volume of business underwritten by the insurance industry in 2012 was estimated at N240 billion.

Olowude gave the figure at the Association?s 2012 Annual General Meeting in Lagos last week.

Olowude, who was represented by Mr. Godwin Wiggle, the NIA Vice Chairman said the figure represents 10.24 per cent increase against N217.7 billion recorded by the industry in 2011.

He, however, said that the industry had continued to grapple with inadequate infrastructure and unstable weather which exposed insured assets to natural disasters such as floods.

He said ?The current performance of the industry has not been sufficient for it to reach the critical mass necessary to make the desired impact on the economy. The industry?s contribution to the nation?s Gross Domestic Product, GDP, remains at less than one per cent in 2012.?

Olowude said that the Association was reviving the Nigerian Oil and Energy Insurance Pool to improve the industry?s oil and energy underwriting capacity.

He noted that the Association organised 14 training programmes for its members in 2012 which included collaboration with the GIZ of Germany to build capacity on microinsurance.

The Chairman said that the Association had completed and started deploying the first phase of the Nigerian Insurance Industry Database (NIID) Motor Insurance Module. Olowude said that delay in claims payment had reduced as its members continued to live up to their obligation of prompt claims payment to policy holders.

Director-General of the NIA, Mr. Olorundare Thomas, said that the Association was working with the National Insurance Commission on the money laundering and terrorist financing programme.

He said that the NIA had advised its members to take additional steps to preserve the integrity of the industry.

Abortion measures multiply under GOP-controlled Oklahoma Legislature

OKLAHOMA CITY - Abortion continues to be an emotional issue in Oklahoma as the GOP-controlled Legislature puts it at the forefront of its agenda.

Last week, Texas made national headlines after a hotly debated bill clamping down on abortion failed to secure approval by deadline following a filibuster by Sen. Wendy Davis, D-Fort Worth.

The measure would have banned abortion after 20 weeks, required abortion clinics to become ambulatory surgical centers and required doctors who perform abortions to have admitting privileges at hospitals within 30 miles. The measure would have closed most abortion facilities in Texas.

Texas Gov. Rick Perry has called the GOP-controlled Texas Legislature back into session to reconsider the measure, which is expected to pass.

Meanwhile, the U.S. Supreme Court announced last week it would review an Oklahoma Supreme Court decision that found unconstitutional a law putting restrictions on medical abortions induced by drugs as opposed to surgery.

Since Republicans took control of both chambers of the Oklahoma Legislature, measures clamping down on abortion have become common. Prior to GOP control, the Senate killed or refused to hear many abortion bills.

Some recent measures have been tossed out by courts.

With the GOP expected to retain control for some time, abortion will continue to be an issue in Oklahoma.

Two years ago, the Legislature passed and Gov. Mary Fallin signed a bill banning abortion after 20 weeks, based on the assertion that a fetus can feel pain.

Sen. Clark Jolley, R-Edmond, was the Senate author of that bill.

"If the brain is developed enough it can sense pain and feel the sensation of limbs being ripped off before they have been killed. That is something that should not be done because that is a life, something we hold dear," Jolley said.

Jolley said he doesn't think the measure will have a huge impact because most abortions are performed before 20 weeks.

He said if a candidate is not solidly pro-life in Oklahoma, he or she will not win many elections, with a few exceptions in solidly Democratic districts. But even in many Democratic districts, a candidate still must be pro-life to secure approval, Jolley said.

Keith Gaddie, a University of Oklahoma political science professor, doesn't believe the issue is of paramount importance to the general public. Most voters have already made up their mind on abortion, he said.

Sen. Brian Crain, R-Tulsa, two years ago carried a measure that would have declared "personhood" at conception. The measure failed to get a hearing in the House.

The Oklahoma Supreme Court stopped an effort to put the measure before state voters.

"Up until the (former Gov. Brad) Henry administration, no pro-life bills were heard in the state Senate," Crain said. "While other states were addressing the issue of pro-life and how to regulate abortion procedures, nothing like that was being done in Oklahoma. A lot of what was going on with the state in the years I have been in the Legislature has been enacting legislation that has been in other states for years."

Former Sen. Cal Hobson, D-Lexington, served in the House and Senate and became leader of the Senate before leaving because of term limits.

He said Democrats were not of the mind to purposely pass bills they knew were unconstitutional. Hobson, a real estate developer, believes some lawmakers pursue abortion bills knowing full well they will run afoul of a legal challenge, but that they don't care.

Sen. Constance Johnson, D-Forest Park, is one of the more vocal critics of measures putting restrictions on abortion.

She said it is an effort by supporters to disregard a woman's right to make a medical decision and keep women oppressed.

Rep. Jeanie McDaniel, D-Tulsa, said abortion is not something her constituents express a lot of concern about. They are more interested in jobs, the economy and health care, she said.

Supporters of laws putting more regulations on abortion are getting more aggressive, she said.

"To me, it impedes a woman's right to take care of her own health," she said.

The issue is so controversial that some who perform abortions in Oklahoma refuse to talk about it.

Reproductive Services in Tulsa did not respond to two phone calls from the Tulsa World. The organization in the past has filed lawsuits successfully challenging some abortion measures.

Meanwhile, the number of abortions in Oklahoma is on the decline.

In 2002, there were 6,215 abortions in Oklahoma, according to the Oklahoma State Department of Health. That figure dropped to 4,840 in 2011.
